According to the Daily Mail, the Reds manager was speaking during an interview. The size of the roster and the difficulty to keep the players together, according to Klopp, are the core issues for Chelsea.

Chelsea will be fine in the end and they will be incredibly strong next year, but I’m using them just as an example. At the highest level, no, we cannot do it like that. And that’s what we will not do.
Under the new ownership, headed by Todd Boehly, the Blues have been a pale imitation of their former selves this season. Despite spending nearly 600 million pounds to acquire new players, Chelsea’s performance has been dismal.
